The duties of kings, heads of state and government, and all leaders.
The leaders of every country have a duty to study the science of God, intended to elevate humankind from ignorance of the facts concerning God as He truly is and to grasp its profound meaning, if they wish to govern the state perfectly and save their citizens from the materialism and lust that bind the soul to matter.
This science is specifically intended to protect all human beings without exception—white, black, yellow, red, mixed-race, all peoples of the world—and humanity's first mission is to cultivate spiritual knowledge in order to rediscover its natural and eternal relationship with Krishna, God, the Supreme Person.
On every planet and in every nation, it is the responsibility of leaders to share this knowledge—this science of knowing God, or Krishna consciousness—with their citizens by providing them with spiritual education and culture, and by teaching them how to glorify and serve Krishna with love and devotion, so that they may all have the opportunity to lead positive lives and make the most of their human form.
The first duty of a king, a head of state, and a leader of government, as well as all leaders, is to watch over their people and protect all their citizens, regardless of their race or ethnicity.
All human beings without exception—white, black, yellow, red, and mixed-race—are considered citizens of a state, as are all terrestrial and aquatic animals, and all plants, from the blade of grass to the great tree that shelters numerous living beings, such as ants, caterpillars, butterflies, birds, monkeys, and so on. All these living beings—human, animal, and plant—have the right to live and be happy, for each of them is a soul incarnated in a specific body, and as such, they are all equal.
Monarchs and heads of state must ensure that no one infringes upon the life and integrity of any citizen, human, animal, or plant.
They must absolutely ensure that all human beings without exception—white, black, yellow, red, mixed-race—who make up the people are treated equally, with fairness, integrity, justice, and impartiality.
They must ensure that no form of discrimination or injustice is tolerated, and that racism, resentment, contempt, revenge, and hatred are not permitted, much less expressed. And as a matter of justice, all those who spread them must be immediately and severely punished.
They must also ensure that no land or aquatic animal is killed, or that no plant is destroyed. They must ensure that all land and aquatic animals, as well as all plants, are protected.
Leaders who do not respect these codes must be severely punished, because all living beings without exception—human, animal, and plant—have the right to live peacefully. No leader who violates divine rules and codes, who inflicts suffering on the people, even a tiny minority, should under any circumstances benefit from immunity. That would be an injustice.
Woe to the judges who illegally protect them, for they will be severely punished.
