It is time for all human beings, without exception, to adopt the principles of spirituality, such as austerity, purity, compassion, and truthfulness.

It is the duty of every head of state to ensure that the principles of spirituality—austerity, purity, compassion, and truthfulness—are established throughout their territory and that the principles of irreligion, vanity, illicit sexual relations outside of marriage, prostitution, drunkenness, and duplicity are eradicated by all means, including severe and even criminal sanctions.

Spiritual awakening depends on the receptivity of all human beings, and the basic principles of spirituality—austerity, purity, compassion, and truthfulness—contribute favorably to a state of awakening and spiritual knowledge.

Cooperation between kings, heads of state, and wise spiritual masters creates a wonderful atmosphere, allowing for the spread of spiritual philosophy and divine knowledge for the benefit of all living beings.

Finally, compassion means asking all subjects of the king or all citizens of the head of state to cultivate a spiritual atmosphere within society, both individually and collectively. It is also vital to encourage the spread of the principles of God-consciousness and the wisdom of Krishna, God, the Supreme Person, which advocate acting only to please the Supreme Lord, diligently listening to accounts of the Sovereign Person's amusements from qualified scholars or realized souls, humming the collective hymns of God's glories in the home or in places of worship, serving in various ways the pure devotees of Krishna who are dedicated to preaching accounts of God's amusements, and establishing one's residence in a place where the atmosphere is saturated with divine consciousness.

The kings, heads of state, and governments of the world have a duty to ensure the protection of all their citizens, of all human beings without exception—white, black, yellow, red, mixed-race—of all terrestrial and aquatic animals, and of all plants, and to ensure that no harm is done to any of them.

That is why they must immediately order the closure of all slaughterhouses, all fisheries, all butcher shops, all fish markets, all animal farms that raise animals for slaughter, all fish and aquaculture ponds, and all other farms that subsequently sell slaughtered animals for the sole pleasure of carnivorous humans, as well as all businesses with harmful activities where alcohol, tobacco, coffee, tea, and drugs are found and sold.

Therefore, they must absolutely prohibit the consumption of meat, fish, eggs, alcohol, coffee, tea, cigarettes, and sexual relations outside of marriage.

And for the preservation of nature and the planet's balance, they must prohibit the extraction of coal, oil, and gas.
