How should kings, heads of state, and government leaders behave, and what are their duties?

Kings, heads of state, and government leaders must absolutely govern under the authority of Krishna, God, the Supreme Person, to whom they are faithful devotees and virtuous, obedient servants.

This prestigious position is reserved exclusively for virtuous individuals who have developed a high level of spiritual development, attained spiritual realization, realized Krishna, God, the Supreme Person, who have surrendered themselves to the Lord, and who have resolved to love Him, obey Him, do His divine will, and serve Him with devotion. They reign or govern under the sole authority of Krishna. All those who do not meet these criteria must be excluded.

They act with careful consideration of the wise and learned spiritual masters, who are highly skilled in matters of human spiritual growth, while they, as leaders, specialize in establishing peace and material prosperity within society. These two groups are the pillars of universal happiness, and therefore they must act in perfect unity for the common good of all living beings: all human beings without exception—white, black, yellow, red, mixed-race—all terrestrial and aquatic animals, and all plants, from blades of grass to towering trees.

They must keep the divine precepts, laws, and commandments as their constant guide, and continually uphold His word and teachings, which they must respect and apply tirelessly.

Furthermore, they must live according to God's teachings and ensure that all people do the same. They must ensure that the people do not suffer, are not abandoned by the various institutional leaders, and turn to the Lord. He ensures that no living being is excluded from society (human, animal, and plant), and that no one has to suffer in any way.
